That first thing you describe is most often marketed as a "Tornado" and no, they're not worth buying. You'll see them marketed a lot when gas prices spike, claiming they save fuel. They don't do that, or anything else useful. It's been proven.

I'm not sure what you're talking about with the 2nd thing. It kinda sounds like you're describing a proper belt-driven supercharger. Do you have a link or something?
